Not sure what they can do. Seems hypocritical to me anyway as many governments as both countries have interfered with, tried to influence or straight up overthrown. Probably the only country with less right to bitch is Formerly Great Britain who fucked up every country they colonized except the ones they were able to mostly outbreed. The ANZAC nations are doing okay , I guess and there's Canada. The verdict is still out on us and I think the statute of limitations has expired anyway so we can't really hold them responsible any longer.
 
I have a teeny tiny glimmer of hope that Biden not being on the ballot will give him more room to take a stronger position on this, but most likely, we’ll just disclose it and condemn it with no material action.
Is there a course of action Biden can take that will matter? Genuinely asking. We are already in a proxy war with them and have sanctioned their financial activities. Can sanctions be ratcheted up?

Even announcing that there is Russian influence efforts would have the effect of influencing the election. Not saying this is what's happening but if Putin liked an incumbent, he could just clumsily support the Challenger and when the incumbent announces Russian interference all the Russia haters would tend to vote against the Challenger.

While in principle you might have a point, if you consider the relationships between the two candidates in this election with Putin as equal in any way, it's on your head.

Any mention of Russia’s pro Palestine stance? They are bound to be spreading misinformation and anti Israel rhetoric on social media to make discourse in America worse. But that would implicate left wing and right wing accounts I guess.
