He did try to pay her to keep quiet again but the title is misleading. She owed him money and they were negotiating it. She agreed to pay $620K and Trump wanted something like $657K but said he’d agree to $635K if she’d keep quiet during the election. She settled for $627.5K and never signed or agreed to be silent. This was all done through his lawyer. Think Maddow had a copy of something in print too.
