Yes, one can always point out certain groups that were not among the “happy” Americans. But the question was about “most” and not “all.” Even absent the mandatory drug sentencing (which started in the mid-80s and which still exists today, though slightly less harsh), I’m sure many of those people affected by it would not have been happiest during those times, as such a large percentage of them were poor and lived in crime ridden communities.For those negatively impacted by mandatory drug sentencing the ‘90’s probably aren’t regarded fondly.
