Yes. Students pay money for the service of being educated. It certainly seems to be. Furthering knowledge still sounds like education for money to me. Increasing the body of knowledge and "trained" also sounds like a type of education, but what do I know?

I think it's a standard, but I think there needs to be a method for reviewing individual situations. I don't expect this to be resolved any time soon.
