It has been somewhat effective in a few other cases, at least for people who wanted to discuss things like Helene and some other topics without the descent into childish back-biting, but ok, I guess. The issue was not a supply problem....the reservoirs that give LA water are completely full. The issue was simply a demand problem. With fires involving a single large building it is common for fire departments to ask the water provider for that area to boost pressure to the hydrants since the fire department is pumping such a large volume of water onto the fire. Now multiply that demand times 5k houses. It simply isn't possible to distribute that much water all at one time.

Not stating this as fact but I thought I read somewhere that "full" in this case is somewhat subjective. By that, officials kept the reservoirs less than full due to concerns about dam integrity.
