I think that they have to beat the Saints and the Bucs once - this would put the tiebreaker as divisional W/L record. In a scenario where Panthers go LWWL and Bucs go LWW, I believe the tiebreaker goes to the Bucs for opponent overall record or something like that.I don't know if it's accurate, but I read that if the Panthers beat the Bucs at least once and win one of the other games left (TB, Seattle and NO) then the Panthers win the division
