It is hard to overstate what a radical departure this is from post-WW II U.S. foreign policy strategy.

And it reads like we are declaring a Cold War on our NATO allies. The Monroe Doctrine is two centuries old, so people may forget that it wasn’t merely a statement of U.S. intent to go from being a colony of Europe to dominating our hemisphere, it was a declaration of intent to remove European colonial power in our hemisphere and, in turn, not to participate or interfere in European affairs.

Family planning programs that comply with U.S. restrictions on the provision of abortion services will also be eligible, according to Jeremy Lewin and Brad Smith, two State Department officials involved in the negotiations. They said the agreement would not discriminate against gay and transgender people or sex workers.

A number of other African countries are expected to sign similar agreements with the U.S. by the end of the year, according to the officials, although two of the continent’s most populous nations — Nigeria and South Africa — are not expected to be among that group due to political differences with Trump, according to Lewin and Smith.…”

[the U.S. was providing $1.2 billion a year in aid to Kenya before 2025 - this is $1.7 billion over 5 years. Not nothing but a meaningful cut]

That’s good, but how many people had to die of AIDS in Africa because of DOGE so that we could then just pledge more money to Africa to prevent AIDS?

This is document is an attack on our European allies. Nearly all the 50 mentions of Wurope are negative.

Note the implication that immigration means that the Trump Administration is taking the position that some current European countries are not really the ones that joined NATO anymore.

This is a confirmation of carving up the world into spheres of influence and the United States claiming the Western Hemisphere and more of a protectorate over the Middle East. Meanwhile, three paragraphs are dedicated to Africa, Asia is effectively ceded to China (“burden shifting” to Japan and South Korea to confront China and some weak statements about Taiwan’s main value being semiconductors) and Europe is being treated as a weakening frenemy that should be forced into the arms of Russia and white nationalism to be forced to preserve its Western Civilization (and white populace).

This is what happens when you decide ignorance should be embraced and intelligence is elite. We’ve become the national embodiment of the Dunning-Kruger Effect!
