Tim, saying this is "the most racist thing" you've seen from the administration kind of emphasizes the point you've worked hard to ignore. And removing the video doesn't also remove the feelings or intent behind it, so let's not pretend hitting delete solves the larger problem.

Two suspects immediately spring to mind. 1) A Ukrainian hit squad. 2) KGB. Given that this general did not also accidently fall out of a window, I'm thinking #1. The fact that the target lived also casts doubt on it being a KGB operation.
