He was much more willing to listen to other people and follow norms in Trump 1.0.

This go round he feels that he’s got the hang of it and doesn’t need to defer to anyone. Plus, he’s learned that he never suffers consequences for his behavior - so he is much more emboldened.

And he also has much more yes men around him now.

Want to tear down the East Wing. Just do it.
 
He's turned the People's House into a hideous cheap gilded nightmare - he thinks he's a great judge of art, but he's really just one of the tackiest and most vulgar, low-class people alive. And yet this is also why his base loves him so - if they had his money this is also what many of them would be doing, while no doubt thinking that it looks all fancy and classy.
