Serious question, can you explain what this means? [If it helps, I can provide background on the grant in question]
“… Power Forward Communities, a coalition of some of the country’s most trusted housing, climate, and community investment groups, was today officially awarded a $2 billion, seven-year National Clean Investment Fund (NCIF) grant from the Environmental Protection Agency (EPA). With funds expected to start flowing into homes in early 2025, the grant will make possible the affordable decarbonization of homes and apartments throughout the country, with a particular focus on low-income and disadvantaged communities.

“We have the technology to improve the health, safety, and comfort of Americans’ 130 million homes, but before today, we have lacked a level of investment that can financially unlock these solutions,” said Tim Mayopoulos, CEO of Power Forward Communities and former CEO of Fannie Mae, the nation’s leading source of housing finance. “The Greenhouse Gas Reduction Fund is a game-changer, particularly for low-income and disadvantaged communities. It will not only drive the decarbonization of homes that the climate demands, but mobilize additional tens of billions of dollars of private capital to improve Americans’ homes.”

The coalition – led by Enterprise Community Partners, Rewiring America, Habitat for Humanity International, Local Initiatives Support Corporation (LISC), and United Way Worldwide – came together to transform the housing sector, save homeowners and renters money, invest in stronger communities, and help meet national climate goals. …”

Stacey Abrams is senior counsel for one of the many groups in the coalition - Rewiring America. She does not run Power Forward Communities.

The Environmental Protection Agency under the Biden administration awarded Power Forward Communities the grant in April 2024 as part of the agency’s Greenhouse Gas Reduction Fund program. Power Forward Communities received the green energy grant despite the fact that it was founded months earlier in late 2023 and never managed anywhere near the grant’s dollar figure—it reported just $100 in total revenue during its first three months in operation, according to its latest tax filings.

Power Forward Communities’ grant was one of just eight Greenhouse Gas Reduction Fund grants that the EPA doled out in April 2024 and that, altogether, totaled $20 billion. EPA administrator Lee Zeldin announced on Feb. 13 that his staff and Department of Government Efficiency officials discovered that the Biden administration parked that same $20 billion at an outside financial institution before leaving office, limiting the federal government’s oversight of the program.

Farmers feeling weight of Trump policies with shutdown of aid

“… two of the biggest changes affecting farmers are a freeze on some USDA programs and a near-shutdown of spending by USAID, which buys about $2 billion of products from farmers every year. About 40 percent of the government's food assistance comes from American farms.

Others say they're on the hook for contracts for renewable energy equipment that the government promised to help with. We talked to several people in this field, a flower farmer, a beekeeper, a produce farmer, and the CEO of a nonprofit that delivers food aid to children in Haiti.

You mentioned the cuts that are happening, the freezes and all of those things. But those high-cost inputs are what's really hurting right now, the seed, the chemicals, the fertilizers, the fuel that is needed. Farm equipment is extremely expensive. And bankers are not loaning out tons of money to farmers right now.

In fact, bankers are pulling back. And then you throw in the idea of more tariffs, a trade war, and then the cuts to positions at USDA just at the end of last week, crucial positions in the Farm Service Agency offices, the NRCS offices that are all over the country, these are folks who are integral to American agriculture. And those positions are now gone and people that were working in those offices have now had to pick up more of the slack. …”

Remember, Pubs no longer think it’s appropriate for agencies to be distributing funds that our elected representatives instructed them to distribute.
It just shows how bad and WASTEFUL the legislation was in the first place - which we said at the time it was passed. I understand what you're saying about appropriated funds but this "stuff" is real hard to defend.

The President, as chief executive, has some discretion in the way these appropriated funds are distributed.

Just wait until you need both sides to negotiate and pass a budget. You can no longer count on anything being done in good faith.

You guys control Congress now. Why don’t you fix these “problems” through the legislative process?

I posted this earlier, but the Constitution is very clear that Congress, not the President, controls the power of the purse. The President actually doesn't have much "discretion" in how congressionally mandated funds are spent. Congressional Republicans have simply ceded their constitutional powers to Trump and Musk. So much for Republicans revering the Constitution (not that they ever really did, of course).

Probably should have put this here instead of the Musk thread:

DOGE Has ‘God Mode’ Access to Government Data

The president’s special commission now has an unprecedented ability to view and manipulate information at many federal agencies.

"...Among the federal agencies we reported on, USAID is the only one where we could confirm that DOGE has acquired God-mode access across the entire digital system. (The Trump administration has sought to effectively shut down USAID since the inauguration.) But as Musk and his acolytes enter a growing number of federal databases and IT systems, their unfettered access at USAID offers a sense of what they might be able to do elsewhere. At NASA, for example, it could mean access to knowledge about sensitive government technologies used for defense. At the CDC, such ability could expose millions of Americans’ health data and allow DOGE to access labs that store deadly pathogens. At Treasury, such access would allow Musk’s employees to view Americans’ names, Social Security numbers, and financial information. “It is not ridiculous to think they’d have bank-account and routing numbers for every single person in the United States,” the senior USAID source said. “What do you do with this information? I had to ask myself, Do I file my taxes this year or not? I had to sit and debate that.”

The federal government does not typically grant such wide-ranging access to a single entity, let alone one that is effectively under the control of an unelected, erratic, and politically extreme actor such as Musk. The group is working on behalf of Donald Trump, but sources we spoke with emphasized that the level of access DOGE possesses means that the organization may already be able to siphon data that Musk or his agents could hold on to forever, long after his time as a government liaison, or even after a potential falling-out with the president. ..."

Is anyone concerned about the fact that Elon can see the details of funding for DEI musicals in Cambodia.... or whatever stupidity it was?

@nycfan Since you post most of the articles/tweets/etc, and I normally reply to them just so it's clear what I'm replying to, it doesn't mean I'm necessarily directing my comment AT you.

Shows the ridiculousness of saying, “look at how much DoGE is saving, they announce it on their website with NUMBERS!!!”
That whole department is a fucking joke, and so is Elon. It's an unofficial and likely illegal department made up mostly of college-age amateurs who have no freaking idea of what they are doing and whose data and statistics are dubious at best, and likely fake or wildly inaccurate at worst. They're gleefully running through the government like a bull in a China shop, and that's exactly what MAGA thought they wanted, except that now that the cuts and chaos are beginning to negatively affect some of them they're starting to complain that they never thought this would happen to them. For evidence just look at the recent articles posted on here about Trump-voting farmers being hurt by all of these cuts, or Trump-voting veterans (some disabled) losing their government jobs they thought they would have until retirement. As in his first term it's a clown car show, except that this time a good many people are getting hurt, including a growing number of his supporters.
