“If he’s approved following the interview and provides all the necessary documents he can immediately head to North Carolina and join the team.”
He still has to get clearance from the NCAA to play, but at least he can join the team and participate fully in the preseason. Countless international players receive this clearance each year. In any case, the visa is said to be "imminent."
