It is also possible that nobody within the Trump Administration is doing this. That actually these bets are being placed by the numerous people and/or countries who breached the WH network via Signal or any of the other blatant security holes.

It's probably most likely that it is people inside and outside the administration. We certainly know that the admin has no qualms about profiting off of inside knowledge and access-selling.
