Instead, Iran can delay inspections for 24 days. Of course to idiots like you, iran would never cheat on their promises. But pussyfist, I mean pacifist John Kerry, thought giving iran billions and lifting sanctions for them to agree to inspections, delayed by 24 days was a great deal. anyone supporting that deal is an idiot. Not surprising at all where it came from.​

If they are wrong, add some of them back in. But logically, the best programs, the best science, gets funded first. And then the second best program all the way down the list until the budget runs out. Funding is for Congress. Efficient execution is for the President. If you think congressionally approved funds are not needed, then go to Congress and ask for a different budget. It is not the president’s job to unilaterally misappropriate funds passed by Congress.

You might be right. Clinton tried it with the line item veto and got slapped down pretty hard by the courts. I assume Trump will too at some point.

But as the executive, it is much easier not to spend money on things that Congress wants you to spend than it is to spend money on things that Congress doesn't want you to spend.
