Well, there is plenty of waste and fraud, but that's not the specific problem here.How is it possible that munitions are depleted when we spend vastly more than any other nation in the world? This fact alone should raise enormous red flags regarding actual waste, fraud and abuse within the Defense budget. Maddening...
Imagine a country under threat from a small cohort of werewolves or other undead. To protect themselves they started manufacturing bullets out of pure silver. After a while, they started making all their bullets out of silver, because it was easier and simpler that way. And silver bullets are just as good as lead bullets against humans, and better against undead, so you know, it makes sense.
And then suddenly a 100,000 strong army of barbarians shows up on the border. The barbarians don't have much in the way of armor or weapons, but they still need to be shot. With the silver bullets because there are no others. It gets expensive very quickly
