I’m probably about to once again display my ignorance on this subject, but if Israeli and American intelligence are the best in the world- and I do believe they are- wouldn’t they have a pretty good idea whether or not Iran had moved personnel or materials?

Well, our intelligence completely screwed up when it came to knowing whether Saddam Hussein had WMDs, which led to our invasion of Iraq, so they definitely are not perfect by any means.
