1. Can't "repeal" Citizens' United. It's a constitutional decision. But the coverage formula for Section 4 of the Civil Right Act could be revisited and passed into law, and that would bring back preclearance.

It's also possible for Congress to pass a campaign finance reform bill that addresses the Citizens' United arguments, and then relitigate with a more favorable Supreme Court.

And ah, there's the rub. Can't do anything worthwhile in constitutional law before fixing the Supreme Court.

2. My first effort would be to create about 30 new states, and then amend the constitution to fix all the various problems with it, and as part of the amendment, the new states would be retracted. No new states could then be created without an amendment to the constitution.

We could get rid of all of the crap plaguing us right now. No more stupid unitary executive theory. No more disrespect of independent agencies. No more Electoral College and unequal representation in the Senate (or at least less unequal). No more weaponization of the First Amendment against unions. No more second amendment.
 
Make some effort to show i’m trying to balance the budget. Since Trump has cut federal govt so much, I must tax the upper brackets, cut loopholes, refortify defense and security agencies as well as defense, enact laws that give Congress more power and me less

Make me president and give me a Dem House and Senate and I could do it in three months.

After the 2004 election, people were talking about a permanent Republican majority. The Dems reached 60 Senate seats four years later.

If the economy tumbles into stagflation and Trump continues with his, "you're going to be so rich soon" bullshit, Dems will easily take Maine and NC Senate seats. Probably Ohio, Florida and Iowa as well. After the hostilities with Canada, it's hard for me to imagine any GOP federal candidates winning in several northern states for quite some time -- definitely MN, MI, WI, NH and ME.

I don't have much insight into Texas but the Dems have been losing statewide races in Texas by about 6-7 points IIRC. That could easily swing in an off-year with an imploding economy.

It does suck that we lost PA, and that Ron Johnson isn't up for election until 2028 (though he will probably lose there too). I don't know if we can get to 60 this way, but who knows.

A US president can't be prosecuted for anything he or she does as long as it is official business. That means a Dem president could certainly make decisions vis-a-vis Trump, no matter how bad of a precedent it would set. That is not to say I would advocate it, due to the aforementioned precedent

All current events considered, this could be the most optimistic thought experiment question I have ever seen. I maintain we are headed for an American and global future that is impossible to predict, and so the range of my possible answers would reflect a range of how much damage Musk, Trump, Putin and oligarchs set in motion. Thus, the top of the agenda might range from restoring America's alliances with democracies and allies on up to dealing with various sites of devastation from war and the use of nuclear weapons in places here and abroad. Or worse. That kind of crazy range reflects the insanity ahead and the complete impossibility of predicting it all.

Combine the Dakotas into 1 state. Split California into 2 states. Make DC and Puerto Rico states. If 52 states doesn't work for you, we can merge Montana, Idaho, and Wyoming into 1.

With 13 Federal Circuits, we need 13 SCOTUS justices.

Combine the Dakotas, Montana, Idaho and Wyoming into one state. Split LA and the Bay Area into 6 diffferent states. They would each have more population than the blob described in the first sentence...
