Build some "things"? Sure. Researching the details on how to build a pipe bomb, procuring the materials, safely assembling without blowing himself up seems less likely. Not impossible, but less likely.

I do not think someone being autistic would make them any less likely to be able to complete those steps than a non-autistic human being.
 
Given the overwhelming amount of evidence tying Cole to this crime, how did it take the FBI nearly 5 years to make an arrest?

Narrowing down their broad leads to focus in on a small enough group of suspects to dig into years of purchase history to put together the case? It took them nearly 20 years to catch the Unabomber and that requires his own brother turning him in after the manifesto was published.

I forgot about that. That's a good point.
 
I thought catching dangerous domestic terrorists would be a priority.
Who knows how they prioritize? Maybe the lack of sophistication in the bombs and/or methods didn't make him that far up the list. After all, there were all the now pardoned domestic terrorists and their contacts to be investigated that were much more successful in their efforts against the government.
