My personal conspiracy theory about these files is they contain records of nonsensical tips and alleged evidence the authorities were given, which they followed up on, found no evidence and moved on. But throwing mere mention of all this garbage on the social media fire will result in the crazies picking up on these things and talking about deep state suppression how the truth was buried. It will just further undermine confidence in those institutions and create more chaos which is Trump's ally. He won't have to say shit, the social media conspiracy theorists will pick all the nits for him.
It will cause all sorts of distraction while he engages in his really dirty business that he doesn't want leading off the nightly news.

Back during Bush 2, his Justice Dept did a study on the infiltration of local police depts by KKK, Nazis, right wing extremists and other "noble" individuals. Evidently, the report was pretty frightening in terms of the amount of such infiltration and was quickly classified.
