I only mention that because you said the old school FBI.

The FBI was created to help with kidnappings. You always read about law enforcement turf battles but this one seems particularly weird.Honestly seems like the sheriff is not being as collaborative as he could be. Maybe ego, maybe he wants the credit for his next election or maybe he doesn't trust the FBI.
Ultimately it's his call but if there was a high profile kidnapping in my county, I'd want every resource I possibly could get. I think top leadership at the FBI has some serious issues but you don't destroy all of the acquired knowledge of the agency in one year. There's still a lot of value and expertise there that Pima county does not have.
