The only surprises to me were Iowa, Montana and Alaska. I get the libertarian elements in Montana and Alaska. The only explanation I can come up with for Iowa is the corn lobby.

To me, it separates the evangelical Republican states from the regular Republican states. Alaska, Iowa and Montana have all had Democratic senators relatively recently. They are aspirational growth states, but within the realm of the possible. As compared to West Virginia or Arkansas, which are too evangelical at this point.
 

House Bill 754, introduced by Rep. Jean Schmidt, a Loveland Republican, would require medical professionals to file a "certificate of life" within 10 days of detecting a fetal heartbeat. Current state law requires doctors to record only a certificate of live birth.

The bill would also require that all fetal deaths be registered, with space to list whether the cause of death was an induced abortion, spontaneous miscarriage or stillbirth. Ohio law currently requires fetal deaths to be registered only at 20 weeks of gestation or more.

“… You can see the confusion on Doyley’s face as she realizes she’s being taken to court over her medical decisions. She asked for a lawyer, or at least a patient advocate. Florida courts don’t require lawyers for pregnant women in hearings about their medical decisions and the hospital didn’t provide an advocate, so Doyley had to go it alone….”
