They still don't quite get it. The more correct frame here is that Russia in a constant state of open warfare against Europe, the US and the West. They are just smart about calibrating their level of antagonism to the optimal level that achieves the greatest progress toward their goals with the least downside risk.

Another way to state this is that "relations" with Russia would not need to degrade for bullets to start flying. All that would need to change would be the Russian's cost benefit analysis.

We would all do well to keep this in mind. While also doing everything we can to change the cost benefit for these hybrid attacks. It's one of the tragedies of Trump's gutting of our diplomatic corps, whose main job it was to do pretty much that.

I have posted on the other thread...reading what has happened in France and now in Germany indicates that both countries are preparing for some form of conflict with Russia. France instituting voluntary conscription is eye opening. Trump administration has openly signaled it will not be involved directly in any such actions, so I think Russia has felt encouraged to take action. Historically, Europe has always been a hot bed for wars at varying levels.
As for Russia's motivation, my best guess is that sanctions have had an effect and Russia is desperate to find way to gain leverage so that the sanctions can be eased or needs access to resources.
Just trying to put the pieces of the puzzle together best I can and hoping others can provide clarity. Stunning how the US media seems to be ignoring what seems to be quite an important developing story.
