What are you basing this comment on?
He was making similar assessments of Russia's military back in May. I specifically remember at the time he claimed Russia was getting serious about the war because Putin had appointed a new general that knew what he was doing. Meanwhile, six months later.........here we are.

Michale Kofman, Sam Bendett, Rob Lee, Aleks Golts - hell just about every Russian Military experts concludes they are stronger and much better tactically. Not to mention their incredible leaps in drone warfare. Their Center for Advanced Unmanned Tech (Рубикон) is cutting edge.

Just wondering Battboy, but from your link to ISW, there is this assessment of the UAF, Pretty cool assessment I would think.

Western forecasts must also recognize that the primary obstacle to rapid Russian advances is the Ukrainian Armed Forces (UAF), and that NATO frontline states currently lack the capacity to field equivalents of the UAF at scale. Ukrainian forces have optimized themselves for defensive positional warfare. Their officers and many of their soldiers have nearly four years of active combat experience, prepared defensive positions that frontline units constantly adapt, and a technological-tactical-industrial integration process that no NATO state can currently match.

Not in this report, but what's very concerning is the Chinese swarm programs. Very affordable units of 5,000 plus per. They can also produce their version of a reaper, I forget what it's called at about 1/10 our cost.
