I think effectiveness is better but I'm not sure it's really up to Western standards. Too much corruption and an outdated command and cont. Certainly they are getting more experience and they're getting more personnel, but their equipment and other armaments are not as easily replaced. Germany's army at the end of 1918 and 1945 were very experienced as well.
Wow, you just don't know what you are talking about, but you have shifted to comparisons to Western standards noteless. BTW, Germany's armies in 1918 and 1945 were in very different conditions.
 
Unless either of you work in military intelligence - I'm not sure either of you know enough to make these broad stroke judgements. I certainly have no idea what Russia's military capabilities are compared with 2022. It's kind of irrelevant, regardless.The only thing I'm certain is that Trump's appeasement is going to cost far more lives in the long term than confronting Putin and insuring Ukraine's victory.

Michale Kofman, Sam Bendett, Rob Lee, Aleks Golts - hell just about every Russian Military experts concludes they are stronger and much better tactically. Not to mention their incredible leaps in drone warfare. Their Center for Advanced Unmanned Tech (Рубикон) is cutting edge.

The U.S. peace plan presented to Ukraine appears to have been translated from Russian.

The syntax of certain phrases are more common in the Russian language, such as the third point of the 28-point plan: “It is expected that Russia will not invade neighbouring countries and Nato will not expand further.”

“It is expected” is not commonly used in English, but it is common in Russian and appears to come from the phrase ожидается or ozhidayetsya, according to The Guardian’s Luke Harding. Other words that appear to be translated from Russian include “ambiguities” (неоднозначности) and “to enshrine” (закрепить)….”

 
It’s weird. Russia leaked this plan (or Witkoff thinks so based on his accidental tweet meant to be a DM when the plan leaked). But they also seem to be setting the stage to reject it.

It is playing out like a Kremlin op aimed at expanding disruptions in the NATO alliance more than a genuine overture for ceasefire or peace. But who knows? All we can see fore sure is how inept the Trump officials involved are.
