He finally seems to realize that there are no checks or restrictions on him at all anymore. In his first term his administration did have some people who would stand up to him and Congress wasn't quite as willing to do whatever he wanted. In his second term he has successfully surrounded himself with nothing but sycophants, brown nosers, and minions who will do anything he wants, no questions asked. And Congress has virtually abandoned its role as a check on the power of the presidency. So, he's just doing whatever the hell he wants, whenever he wants, like a spoiled brat child whose parents are enablers. Add in that his physical and especially mental health does seem to be in decline and it's a formula for disaster, which is what we're looking at now.
