One of the things I don't miss about drinking. The after market has ruined the availability and affordability of good whisky, whiskey and such. It's not that I never spent money on things like that but it's ridiculous now.
 
I’m fortunate to have a great selection locally. I have however, been tempted to order some amari and liqueurs that are nigh impossible to find within a reasonable drive.

Yeah, I'm a bourbon/whisky guy. There are some things that you're just never gonna find on the shelf. I found Stagg Jr on the shelf this past weekend in South Carolina and bought it on the spot.

Twenty years ago and you could find anything. I was ordering Old Forester's 100proof bottled in bond by the case from the ABC store and would occasionally change my luck. They always had Blanton's, Rock Hill Farm's, Booker's and basically anything out there. I miss the days when the mid range bourbon I was drinking was Old Weller's Special Reserve.

Definitely not legal. NC ABC is sending cease and desist letters to out of state suppliers, but not sure how effective it is. The OP's example is some random mom and pop liquor store in Deleware. There are thousands of them around the country that basically need a shopify cart to start shipping.
 
Assuming you aren't in North Carolina? Illegal to ship liquor to NC homes although you won't get in trouble. The distributor will.

Beer and wine are okay.
I live in NC and for my birthday one year, my wife got me a year’s membership into some sort of liquor club (can’t remember the name of it), and I got plenty of liquor shipped to my door. I am aware that was illegal, as it was coming from out-of-state, but that didn’t seem to stop it.

It is legal to have liquor shipped to your door from an in-state vendor in NC.

If they offer it as an option, make the purchase with PayPal. PayPal will reimburse you if you get scammed and can't work it out with the seller.

I made a too good to be true purchase a few years ago that ended up being a scam. I reached out to the seller repeatedly and got nowhere. I submitted the details to PayPal and the reimbursed me the full purchase price in about 2 months.

Yeah. I have to think its almost impossible to police. First ABC commission needs to know its happening, then send a cease and desist which can be ignored, then sue for some regulatory action in a different state where it might not be illegal and possibly might be encouraged. I'm sure it can eventually be shut down but that's a lot of moles to whack.
