To have better trade balance with other countries, presumably to help, at least in part, US manufacturing. It's something that Obama pointed out years and years ago... There are a ton of Japanese made cars being sold in the US and virtually no US made cars being sold in Japan.

Are American car manufacturers looking to sell more cars in Japan? If so, wouldn’t this be achieved by making cars that the Japanese consumer would want?
How is Trump going to negotiate so that the Japanese consumer wants to buy American cars?

In trade, that's not a "goal" -- that's a motivation.

A goal means a specific thing that the parties try to negotiate. It's neutral between them. Like, "the goal of this trade round is to decrease worldwide tariff levels by 25%"

This isn't about just Japanese cars. It's about other countries generally imposing high tariffs on US goods while we generally don't impose tariffs on their goods.
 
Obviously decreasing fuel and pollution standards. Maybe make them larger, too, so you can own liberals and the road at the same time.
And maybe Japan could expand a little to, say, South Korea? Manchuria? Malaysia? Lots of Lebensraum needed for those Suburban-tailgate picnics in the countryside.

False as applied to significant markets. The EU and US tariff levels are about the same. For the time being, US effective rates fell relative to the EU because of a rise in US service exports (which aren't counted in tariff rates), but they are the same. And of course tariffs in North America were zero (except in tiny niche examples).

Don't get into word games then. Answer the question that was asked -- what is Trump's goal, in the trade law sense of the term? What specifically does he want to see, other than annexation?

I'm not Trump's spokesperson. Any information about what he has said, or has been reported, is available on the internet sources we both have access to.

Because we don’t make cars for the Japanese market. US cars are too big and fuel inefficient for the Japanese. Oh yeah, and they drive on the left hand side of the road…..how many right-hand drive cars are made in the US?

japan's population is about 1/3 of ours and they use about 1/4 of the vehicles that we do.

the only country that uses anywhere near as many vehicles as we do is china.

that's the overriding reason that we buy a ton of cars and don't sell as many abroad. simple numbers.

Let’s talk about European cars then. After the last rounds of negotiations before Trump, the EU imposed a 10%tariff on NAFTA made cars and the US imposed a 5% tariff on EU-made cars. Why the disparity? Because the US (and US auto manufacturers) was adamant about protecting the US truck market, so the US imposed a 25% tariff on trucks imported from the EU.

The US never gave a shit about exporting US-made cars because US manufacturers (at least Ford and GM) built plants in various markets after WWII and built their vehicles locally for the European markets. Ford marketed under the Ford name globally. GM used different names in different markets, Vauxhall in U.K., Opel in Germany, Holden in Australia, etc. The Germans decided that was the best way for them to deal with the US markets so they built plants here….hell nobody in Europe has any fucking use for a Mercedes GLS or a BMW X7 or a VW Atlas. They’re too big and fuel inefficient. All those manufacturers build cars in the US and ship them back to Europe, as do the Japanese and Korean car manufacturers in the US, but their biggest sellers in the US are made here. Go to the port of Savannah and see what’s being shipped out of there.
