I really don't think they can. I think any attempt to curb or remove him would result in an instant outbreak of civil disorder and a declaration of a state of emergency. Trump would simply dissolve Congress at that point.

That is why instead of waiting for a blatant abuse of power we have to wait until Trump screws the economy up. Luckily for us he will because his plans are terrible and everything he touches dies.
