He used it in 2016. He's used it several times recently. I remember him saying it most in 2016 in relation to black voters who he would say have it bad so what the hell do you have to lose voting for him.
Didn't make sense then, doesn't make sense now. But, Trump thinks it's got a kick to it so he keeps saying it because he gets to say the word hell and the audience cheers.
