All of these people are absolute clowns. If Halligan actually reported to anyone at Justice I'm sure they would have told her not to do this. (Seriously? reaching out to one fairly obscure reporter who was just retweeting/commenting on a NYT story? What did she possibly hope to accomplish?) But the sheer presumptuousness to just assume that if you send Signal texts the reporter won't screenshot them? Or that you don't have to agree to a conversation being off the record in advance? And the laughable insistence that the reporter "fact check" by just...taking Halligan's word for it?
