We’ll see if it actually happens but it would be a lot easier to send the National Guard to New Orleans with the support of Louisiana politicians … they need some pretext to nationalize the guard if they want to go to Chicago, for instance.

It is showing some restraint (that does not match his more divisive rhetoric) so far. So, I would call that not as bad as threatened so far, but not good.
 
I predicted weeks ago that Trump was "all talk" about sending the Guard into Chicago and wouldn't actually do it without the State's request. He was just making the point about Chicago crime and making Dems take the side of crime and lawlessness.
