I agree on a philosophical level that this is the way to go.

The problem is that the Trump administration will simply take other DHS funding and use it to fund ICE and force Congress to do something about it, which everyone knows they won't do.

But that's not to say it's not worth doing on a symbolic level. But I wouldn't expect it to functionally have very much effect on ICE in any real terms.

You think Trump would limit his search for funds to DHS? He has no problem moving pockets of money from anywhere in violation of the Appropriations Clause. He already took defense funds to build a wall (well, a few feet of wall).

Exactly. He also now has access to an oil slush fund and whatever money he has collected for his board of peace.

You're entirely correct, which is why I wouldn't expect this to have any real impact on ICE.

I would guarantee he has more personal plans with that money, I doubt he'd "waste" it on something the US government does.

ICE got a crazy windfall of funding in OBBB. They won’t be impacted by any cut to DHS funding or a partial shutdown of DHS funding at all.

They would have a slight impact, but not significant. This is about messaging, though, not actual operations.
