I mean, that's what I figured, but the sub still has to come up. Apparently these things are semi-submersibles, meaning they are never fully underwater, so I guess coming up isn't that big a deal. they must find spots where the radar ain't.
I'm pretty sure the goal is to have such a minimal above-water profile that radar can't spot them at all.

All right. I stand corrected. Why the fuck was it at a CLE? Panel Discussion: The 5th Amendment On Submarines?
It was a while back so I can’t remember all the details, but I think it was discussed in an “updates in law” part of the CLE. I think there was some new law or sentencing enhancement that addressed these submarines. Being that I live in Charlotte, I didn’t commit much about it to memory. Not a strong likelihood I’ll have clients calling me after getting caught on their drug-running submarines.

So we’re shooting/bombing boats that have people on them whom, if they survive, we will release back to their countries? So maybe we shouldn’t be shooting those boats and killing the people aboard?
