1. The new bill seems to have definitively added in The North Carolina Constitution (there is no indication whether that means the 1776, 1868, or 1971 models or all three).

2. There will be a cumulative final exam on the documents that will comprise 20% of the course grade.

3. That exam will "focus substantially on the provisions and principles of the documents listed, the perspectives of the authors of the documents, and the relevant historic contexts at the time the documents were written."

4. The Board of Governors shall report to the Joint Legislative Education Oversight Committee on compliance with this section by each constituent institution. The report shall include, at a minimum, a copy of the syllabus for each course that is offered to comply with this section.


The legislature is now outlining the testing, weight of grading, the nature of the way material will be studied while requiring copies of course syllabi from instructors at each of the 17 campuses of the UNC system (they're also doing that with the Community Colleges).

So now they're taking over curriculum planning and micromanaging course syllabi at UNC system universities? That will go over well. I'm sure it will make it so much easier to recruit good professors in the future. And I wonder how long it will be before they try to require this crap at the public school level. Although given the huge number of teachers in the public school system that will likely require a while longer to implement.

At this link ( https://ncleg.gov/BillLookup/2025/S300 ) is the "Bill Lookup" webpage. It indicates that the bill has passed the "First Reading" and has been referred to the "Com On Rules and Operations of the Senate."

As I understand it that means that the Committee on Rules and Operations schedules debate and the presentation of the bill to the whole Senate. It might also send the bill along to other committees for review. Note that this is dated March 17. The primary sponsors of the bill are

Rereading this bill I find it increasingly alarming. As @Mulberry Heel points out, it is a gigantic and potentially extremely damaging REACH into the classroom.

The School of Civic Life and Leadership has been established at Carolina.

The Foundations of American Democracy Program/Mandate will come into play in the Fall of 2025 (Somehow).

There's more...frankly the Rightists have Higher Ed directly in their sights and have for quite some time.

The final two paragraphs of Page 4 (just above) state:

"PART IV. ALIGN FOUNDING PRINCIPLES COURSE REQUIREMENTS11 SECTION 4.(a) G.S. 115C-81.45(d) is amended by adding a new subdivision to12 read:13 "(3a) A passing grade in an advanced course, as defined in G.S. 115C-174.26(a), or14 a dual enrollment course, shall satisfy the Founding Principles of the United15 States of America and the State of North Carolina course requirement if, in16 addition to meeting the requirements of this section, the course requires17 students to read the following documents in their entirety:18 a. The Constitution of the United States of America.19 b. The Declaration of Independence.20 c. The Emancipation Proclamation.21 d. At least five essays from the Federalist Papers, as determined by the22 teacher.23 e. Dr. Martin Luther King Jr.'s Letter from Birmingham Jail.24 f. The Gettysburg Address.25 g. The North Carolina State Constitution."26 SECTION 4.(b) This section is effective when it becomes law and applies beginning27 with courses offered in the 2025-2026 school year.2829

PART V. EFFECTIVE DATE30 SECTION 5. Except as otherwise provided, this act is effective when it becomes law31 and applies beginning in the 2026-2027 academic year to students accepted for initial enrollment32 in a baccalaureate program at a constituent institution or initial enrollment in an associate degree33 program at a community college."


Note the underlined, bolded, and italicized phrases...aren't they in contradiction to one another?
 
Aha...I see. The courses must start by the fall semester of 2025 (4 and a half months from now) and the BOG and SBCC must submit their annual reports on the FAD/REACH Act compliance by November 15, 2026.
 
The good news for UNC is that many/most of its peer universities (Texas, UVA, Michigan, Wisconsin, UGA, Florida, etc.) are or will soon undergo similar MAGA restrictions.

Other peer universities (Cal, UCLA, Washington, SUNYs, UMASS’s, etc.) will undergo similar MAGA restrictions after those states are conquered by MAGA.

So, UNC won’t be that much effed up by MAGA compared to what MAGA is doing nationally.

The global USA university research system will be crushed. Forget a shit ton of Chinese or Indian or Arab or German or African or Latin American students earning Ph.D’s in the US and staying to add their knowledge and skills and inquisitiveness to America. First, they’ll leave. Second, they won’t come as our universities weaken.

My beloved alma mater will suffer no more harm than the other elite public universities ?

So when I lament that UNC has declined to a ncst level, I can console myself that so too UVA, Michigan, UCLA, Cal Berkeley...

I think cuts or at least freezes are inevitable. I think the question will be if they will cut too deep and damage the education.

I don't think Art Pope is looking to kill the UNC system. He sent his daughter there despite having the means to send her to a private. I think he sees things he doesn't like and feels like he has a solution.
