Tough = mob boss style.
Energetic = loud constant flow of words with no purpose or coherence that culminate in saying nothing.
Focused = throwing out as much bullshit as possible, in the form of executive orders, to distract from the underlying agenda.
Effective = bullshit. His mob boss approach is not effective. It's all show for a cult that elected a reality TV star. Effective requires more than a concept of a plan, more that throwing spaghetti at a wall and setting what sticks.

He's only +3 in approval according to 538. And that's really bad for this stage of his term.

People haven't really processed what's happening. When things get bad, we'll see what the polls say then.

Biden was +15 at this point for comparison.

Of course, Trump is in his second term so his honeymoon should be shorter and smaller.
