Its not high level intellect in many cases. Its low level IT workers that can't push back too hard against exploititive employers because they can't easily switch jobs and if they get fired, they get kicked out of the country.

Its not the exotic genuis these employers are looking for. Its the indentured servant.

If it was 20 years ago or really 10 years ago, there were plenty of US programmers. COBAL started really getting replaced around 1995 in the US and I assume Korea. All those US programmers didn't suddenly die off in 10 years.

Well I guess we didn't want to pay a USA wage-as you said earlier
It was a shame because the damn Feds reimbursed for the whole project

Most likely 25+ years. I mean people took 40 years to forgive Germany...
Umm.... Anybody else remember Bugs Bunny in drag pounding Yosemite Sam over the head with an umbrella calling him a "Hessian!". That was 200 years after the minor-in-the-grand-scheme-of-things role the Hessians played in the American Revolution.

People have Looooooooooooooong memories about this sort of thing.

Actually not so minor a role if a Hessian mercenary raped you (or your daughter or wife), but that is exactly my point. The death of these 200 schoolgirls will echo for centuries.

Hessians were between a quarter and a third of the British troops, fought in all the major battles and particularly resented because they weren't English and fought for money.

COBOL is used in a lot of federal government systems. Wouldn’t surprise me if paying a contractor to deal with it was the better option than prioritizing expertise in an otherwise dead programming language for new hires.

.......September spending at government agencies typically dwarfs other months because it marks the end of the fiscal year. That’s when “use it or lose it” funding rules kick in for departments rushing to spend the remainder of their budget so as to not forfeit the unused money and have to send it back to the Treasury Department.
