The Trump administration revoked Chevron’s Biden-era license to pump oil in Venezuela earlier this year. The move was championed by hard-line critics of President Nicolás Maduro’s government, including Rubio and key Florida Republicans in Congress, whose support Trump needed for his sweeping domestic policy package.
The move was criticized by oil interests as well as by some MAGA acolytes such as Laura Loomer, who warned that it would hand Venezuela’s oil fields over to China and undermine American energy leverage in the region.
Chevron has long made that same argument, which has resonated with Trump administration officials, people familiar with the discussions said.
