So many problems here. Start with: if Mexico thought it had the legal authority, it would just act upon that authority. It wouldn't be submitting an action as a plaintiff in federal court. Lots of people sue in federal court. They do not generally think they have any "authority." They think that the court has the authority to interpret the law and apply the law in their favor.Right, Mexico might try to leverage revenue to force Google to change, but it doesn't have any legal authority over how Google operates in the US, though it apparently believes it has legal authority, hence the lawsuit.
Also, do you even know what forum they chose? They could sue in Mexican court as an enforcement action. It doesn't sound as if that's what they are doing, but we don't know.
