The businesses weren't looted UNTIL the National Guard was called in. This was just a little ICE raid protest, which morphed into a union-backed protest of the holding of a union leader outside the federal building.

It wasn't until Trump said he was calling in the National Guard that the protesters started looting and occupying the 101 Freeway.
