Those masks aren't inexpensive - about $30 a piece. The truck he's driving probably has close to 100 of them that are handed out. Did he pay for these out of pocket?
I think it's kind of a reach to charge him with a crime.

I think secretly funding the equipping of would-be rioters is pretty important. If there's a crime here, they would likely be implicated.

I don't think you have to be admitted to any given state's bar to have a sense of where there is likely to be a crime. Knowingly funding crime is generally a crime.
