The math of this claim is hilariously off. One new Boeing Dreamliner costs a bare minimum of $250 million. So depending on upgrades etc, MAYBE they are buying 30-32 base model Dreamliners?
For $8 billion, you can’t buy 22,787 single engine aircraft of any kind. None. You could buy some experimental build it yourself kits or a fleet of 2-seat light sport aircraft that are propeller planes / not much more than high tech gliders.

What makes you think there is actually a deal, that it is worth anywhere near $4B, or that anyone has committed to it? What company is Kazakhstan's counterparty? Does the US just sell "United States Locomotives and Rail Equipment?"
$4 Billion in locomotives and rail equipment is an enormous amount — each locomotive could run between $1 - $8 million, depending on specs, and the rest depends on how specialized the railcars would be. No idea if we have that kind of near term mfg capacity in the U.S. depending on the timing. But as far as helping railroads themselves, that will just strain the mfg resources available to domestic railroads, not help them, since I assume Kazakhstan wants the rail equipment for their use, not to rent to US railroads …
And I would like to know what the transportation costs for deliver of those cars will be. It is doable but not sure how far the nearest port with crane capacity for railcars is from Kazakhstan (which is landlocked). Seems irrational except for certain high tech rail equipment that is hard to get outside the USA. The transportation cost would be insane for basic box cars or flat cars that must be available at a lower cost from a much more reasonable location.
There are US and Canadian manufacturers of locomotives and rail equipment that do have a healthy business of foreign sales of that equipment (though most of that is to South America — not sure how much is outside the Western Hemisphere). And all of the foreign sales are freight rail equipment and locomotives. The extramarital affair between Noem and Lewandowski has apparently been an open secret among DC Republicans since their affair started when they hooked up at one of those National Conservative Conferences 3 years or so ago.
