I am not a doctor but I do have a friend who has Bell’s palsy and that seems plausible here. I mean, of course a stroke does too. But, his speech not being impaired too much and other things makes me think a “milder” deal.

He did speak today … continues to be hoarse and his mouth did seem to droop some while speaking though not as bad as when he was trying to stay awake for the names being read (which honestly would be hard to do).

After many years now of watching him and listening to his speeches I honestly don't think he's capable of real empathy for anyone except himself and maybe a few favored family members like Ivanka. He's a narcissist through and through, and his focus is always on himself and not on others. And that lack of sympathy or empathy applies to Kirk as much as to anyone.
