I really don't think they can. I think any attempt to curb or remove him would result in an instant outbreak of civil disorder and a declaration of a state of emergency. Trump would simply dissolve Congress at that point.

I think this one will turn out to be fine. FEMA is authorized by Congress to administrator those funds to help house migrants. Not sure why its going through FEMA but my guess is someone wanted to pass a bill that might be a bit of a fight in an election year and a disaster relief bill was likely to pass so it got added on.

I suspect they are separate issues. Where the migrants were located there were hotels and other structures. Where the citizens were located there was flooded out rubble.

One issue FEMA had with housing people in WNC was that those folks were so thoroughly inundated with misinformation about FEMA that they had a hard time getting them to apply for aid. FEMA even extended the deadline to try and get people to respond.

You don't have to believe it, but it's all public record that FEMA has extended the deadline more than once and there are articles out there outlining how people distrust FEMA so much they refuse to apply for aid.
