Good question and maybe only Biden knows. Here are some guesses:

-Protect prominent Democrats or other friends from unfair guilt by association.

-To avoid a media circus that would take focus away from his administrative priorities.

-To protect the integrity of the Justice department by not releasing this stuff during an election season.

-Tin foil hat. To protect national security of the US or perhaps a third country that Biden took a lot of indirect political donations from.

Probably should have released them. Its torpedoing Trump and Trump likely would have lost.

I think the redactions are also killing him. Even the stuff discovered with the incompetent redactions hasn't been too bad by Trump standards. But to your point, the fighting to keep things secret and the drip drip drip is making him look like he has something to hide.

The real reason is because it’s highly unusual for a president to order the release DOJ files and it probably didn’t even cross his mind to do something that presidents almost never do.

Cool stories bro. The real reasons are that the files were part of an open investigation with an open grand jury. And even after Maxwells conviction the case was on appeal.

Anyone with a modicum of common sense knows why those files weren't released.

In response to my earlier posts, I think GT admitted that until he saw video evidence of Trump raping a 13yo girl, then everything else is mere speculation that would prove nothing in a court of law so just move on...

One actual reason: there was an ongoing prosecution and appeal of Ghislaine Maxwell (that was not resolved until SCOTUS rejected her appeal earlier this year).

Another: Long-standing DOJ policy against releasing such raw investigative materials w/r/t uncharged individuals.

The crazy thing about this is that Trump supporters (including many members of the Trump Admin up to and including the Veep) campaigned on demanding these disclosures. Trump himself not so much — he only agreed to release under pressure in a Fox interview and even then hedged about it in the full response. But Fox widely publicized the truncated positive response to defuse a political issue for him at the time (his own reluctance about releasing the Epstein files).

But MAGA made this an issue and then whatever they discovered upon taking power and seeing them, they have been bumbling around since trying to pretend they are disclosing them while avoiding disclosing them, starting with “volume 1” released to MAGA influencers, which turned out to be slop already publicly available. Cartoonish incompetence virtually every step of the way on this thing.

Most of them will never admit they were wrong, but one thing that has been amusing is to see all of the MAGAs and Trumpers on social media defending Dear Leader by doing the old whataboutism of "What about Bill Clinton? You Libs know he's guilty too!" and then going silent as every single liberal responds with "I don't give a damn about Clinton, if he's in the files he can go to prison too. Just release all of the damn files and let the chips fall where they may." It's been happening on one social media thread after another for the past couple of days.
