I think a lot of times it's a way of trying to not have to take the blame for the crummy social actions of Republicans despite voting for those very same Republicans.I've seen a ton of people describe themselves as fiscally conservative and socially liberal over the years. I've never seen the social side win against the fiscal side with them.
In fact, it seems to have been the pre-2016 precursor to "I don't support Trump, but...".
