I'm not sure I agree with arresting opposing politicians over policy disagreement would ever be appropriate. But on the larger point, the fact that a "Rebellion" justifies things that are otherwise unjustifiable is in the Constitution:

"The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it." (emphasis mine)

In other words, it has been explicitly recognized from our founding that there are circumstances that would justify the suspension of certain civil liberties. "Rebellion" (like the Civil War) is one that was specifically enumerated. So while we can surely debate what, exactly, a President should be able to do in a time of rebellion, I don't find the position that some civil liberties can justifiably be suspended during a rebellion, even if at any other time it would be unthinkable, to be an unreasonable one.

It CERTAINLY should never be done for something so trite as disagreeing with on policy matter which has virtually no bearing on the welfare of the country as a whole. A real civil war - 1861-65, not sporadic street protests - well, I'd say that is far more debateable, and certainly within reason depending on the circumstances.

We know what hitting "rock bottom" looks like in this country - it was a Civil War that claimed the lives of roughly 2.5% of the population. A modern analogue to that could mean something like 9 million dead. It is absurd to call people "dumb" or "gutless" because they want to avoid that scenario. You act like we have nothing to lose, but we in fact have a whole lot to lose, especially because there's no guarantee we would come out of the other side a unified and stronger nation.

The issue is not that anyone can't imagine that horror - the issue is that anyone who welcomes such horror is insane.
