That’s not so new.

My parents were in Prague in 1968 (Dad was presenting a paper at a big International Conference). The American Embassy shut down when the Soviets invaded. The British and French Embassies stayed open and helped organize transportation for all non-Warsaw Pact nationals (the Iron Curtain wasn’t letting them go).

In 1989 when Hurricane Huge blasted through the Caribbean (including the USVI and Puerto Rico), the French and British navies had ships, including hospital ships, positioned behind Hugo; the ships were there to help provide power and water and medical help in their Windward Islands (current or former colonies) as soon as Hugo passed through. The US had nothing.

Then there were the recent hurricanes in Puerto Rico and the USVI.

We often don’t plan well.
