Why would we need pretext to restart hostilities? We didn’t feel any such need when we started the conflict 2 months ago.
Because Trump and his lackeys see how deeply unpopular this war is and want the Iranians to fire upon, dare I speculate kill, American service members, to shift the blame to Iran.
 
This is actually how diplomacy works. It's why it takes so long. The number of agreements required to get to an agreement can be unbelievable. I don't know why exactly, but that's the way it is.
It’s the way diplomacy has worked for centuries. Some of its procedures are somewhat archaic, but it just the way it’s done. What’s said in diplomatic pronouncements, and (sometimes more importantly) what is not said, are the way countries make clear their position on a certain situation. Every base has to be covered, because if it’s not, it can lead to ambiguity. Which is the one thing diplomats try avoid.
