That is not how most of our military base deals generally work, conceding that in practice and in the short term there is not much Spain could do to prevent unsanctioned use of our bases there. But that would be a disastrous situation for American standing and ability to negotiate such deals going forward.

They could park jets or other heavy vehicles on the runways.
 


Most airlines are not permitted by their equipment lease terms or insurance to fly commercial planes to a war zone. The United States must be guaranteeing that risk(??)

Not quite the same thing but I had not seen this yet. JFC. How does he possibly have authority to assume this risk on behalf of the United States (despite current limits)? And does he have any idea how complicated it is to stand up commercial insurance like this?
