Doing their job literally involves due process. You know, those annoying little details like obtaining warrants, allowing detainees a phone call and an opportunity to speak to an attorney, not needlessly ramming into cars, violently arresting people for the crime of being brown, killing family pets, etc. What they are doing is waging a campaign of intimidation and thuggery. Reactive meaning, for example, that they aren't waiting for states to contact them, as states often do, when they have a criminal non-citizen.

Proactive meaning that they are apparently looking for reasons to deport people they don't think should be here. For example, Mahmoud Khalil being deported for not disclosing that he worked for UNRWA is something that wouldn't have happened under previous administrations.
