In fairness, he seemed to be cognizant that he doesn't deserve it. He did acknowledge that the people who actually get the medal are way braver, because they come in with arms missing, legs missing.

I think he badly wants to give it to himself because he's jonesing for prizes, but he did seem aware that it was outlandish.
